Please help, I'm at wits end

i7-9700kf @ 4.6 GHz @ 1.30v
RTX 4070 Super
ROG Z390 E Gaming
64 GB DDR4 @ 2133 mhz

I don't know what settings in bios could be causing this or what but temps run fine, usually wont crash outside of games but has gotten worse
Most often bsod message is SYSTEM_SERVICE_EXCEPTION
I'm also very new to overclocking and I'm not trying to push the limits, just want a stable clock no bsod, and these are happening in every game I play at random

Personally I have little to no experience with overclocking but I honestly suspect a bad RAM overclock as ntoskrnl.exe is generally a Memory related part of most systems. It could also be a faulty storage drive but I doubt it.
How many RAM sticks are you using? It can take just 1 stick to be faulty to cause errors, BSODs or similar
(tbh judging by the rest of your system spec I would highly recommend you get a faster RAM kit since your CPU can actively support up to 2666mhz according to the intel site)

Thank you for the quick reply! I'm currently using 4 sticks that can go to 3200 but I've down clocked and removed sticks and tested them left and right but no luck yet, ran mem test for 2 hours no errors but will keep testing ram

Is the RAM kit rated at 3200mhz but you downclocked them to run at 2133? If that is the case try getting a 2666mhz rated kit. (I previously had a similar issue with one of my PCs where the RAM kit was rated for faster than the CPU supported and caused BSODs)
 
use prime95 and intel extreme tuning, windows memtest to find hardware error
How is that gonna help. He's already crashing mid game. Introducing a full load like Prime85 is not gonna help here.

To the OP. Is the same when the overclock is off? AS in stock? It's BSOD'ing because your overclock is not stable. You need to either dial back the clock a little, and/or up the CPU voltage a notch.

Read some guides to OC'ing before you jump right into a world of instability.

Also, remember, your CPU is your CPU, dialling in settings from another user is unlikely to work. OC'ing is a process where you increase clocks slowly testing for stability at each change you make.

Also, stop tricking around with mem and underclocking and whatever else. If you wanna OC the CPU, then focus on that. Too many variables can turn OC'ing into a nightmare.

on top of this I've reset bios and fresh installed windows, I'm beginning to believe its my power supply maybe? but it was happening with extremely low power stuff and i have an evga supernova ga 650w

I don't understand how this is hard to troubleshoot. Just return your cpu to stock and see if it crashes with xmp on?

reset bios
remove any and all overclocks.

run a stress test.
use 3d mark

have hw monitor open
https://www.cpuid.com/softwares/hwmonitor.html

when the cpu is stressed to its max it will clock all cores up this will give you the max voltage it can handle usually

check hw monitor your looking at when all cores hit the max clock speed what voltage it went up to run at the max 4.9

if i was to guess your issue from my own overclocks the reason its stable during basic system use is well there isn't any real load going on to the cores its most likely only using like 2-4 cores on desktop however when those cores are loaded on a game it becomes unstable and just crashes.

basicly all cores at 4.6 at 1.30v.

you need to drop the frequency try 4.3 at 1.30v

not all cpus are equal in all core.

4.9 for example is basicly what it may can hit with 4 cores .

if it works at 4.3 at 1.30.

drop it down again in voltage to 4.3 to 1.29 etc till it crashes this will give a idea of how low you can go at that frequency.

if memory serves me correctly max is 1.35v
