Cause I really need your help about this problem.
At first I notice this issue after playing Starfield and my fps drop and stutters (cap my fps at 60 for single player games) usually it only happen once in a while but this time it happens very consistently. After some research and tinkering I see my CPU stop at 85% utilization and always stop at 3.09 Ghz somehow this tied to powerplan, then I changed the powerplan to high performance and reset the balanced to default.
Voila! The CPU works normally again (tested it with cpuz) and it can reach 5.9 Ghz again. After that I start starfield again then suddenly got BSOD loop with fltmgr.sys
About 1 hour tinkering around somehow it tied to the powerplan (fixed it with booting safemode and change the powerplan to powersaving)
Also even when not playing games (watching youtube, browsing, etc) it will BSOD again in a hour or two (if I use other powerplan)
There's always these 2 BSOD fltmgr.sys system service exception or fltmgr.sys KMODE_EXCEPTION_NOT_HANDLED
also when I open the DMP file with WinDbg it seems to point at ntdll.dll (FAILURE_BUCKET_ID: AV_ntdll!NtQueryAttributesFile)
