BSOD on fresh install of Win 7

Hello. My hard drive crashed and I have a spare and I'm trying to do a fresh install of Windows 7 with the DVD that is from Microsoft. I keep on getting in I RQL_NOT_LESS_Equal_Than Blue screen of death upon installation. I have a Western Digital hard drive SATA and a DVD burner connected. Besides that the only thing I have in my USB ports are the mouse and keyboard which came with the computer. I have researched this error and can't seem to find anyone that had it while trying to install it. my computer is a Dell dimension E 520.

Please help I really do not want to buy a new tower but I am out of options and I have no idea what is going wrong with this computer.

You mean a old version of windows 7? try getting all the windows update

I can't use Windows update as this error is happening when I'm trying to install it on a fresh hard drive.

If you have a link to where I can download an updated ISO of windows seven ultimate 64-bit please post it. I have the key but it seems Microsoft no longer lets you download iso's.
