UPDATE: Update: Solved. Issue was solved once new RAM was installed. Honestly not sure what to make of this as the RAM tested fine with the GPU prior to installation into this new build.
Ok so here's my current build.
CPU: AMD 5600G
CPU cooler: Stock fan
Motherboard: MSI B550 Gaming Plus
Ram: Corsair 8GB DDR4 3000mhz (used part tested to be in working order)
SSD/HDD: ACER SA100 480GB SSD Primary drive 2TB WD 7200rpm (nothing for this build has been installed on the secondary drive yet just a few left-over files)
GPU: EVGA GTX 960 SSC (used part tested to be in working order)
PSU: Corsair RM850X
Chassis: NZXT H5 Flow RGB
OS: Windows 10 Home
Bios: E7C56AMS.1F0 (this was updated to the newest during troubleshooting)
Monitor: I've tried multiple different monitors that I know to be in working order HDMI is being used.
Getting a lot of consistent BSOD. Sometimes the error message is different, but it usually ties back to video or rendering device. I've tried disabling the graphics card and running off of the IGPU. I've also disabled the IGPU and have tried to use just the GPU. I've tried with the most recent Nivida drivers and have even tried some older versions. The crashes continue to come. I will note that the crashes seem to happen less often with the GPU disabled and the IGPU powering operations.
I also performed test with Memtest86.
Test came back 48/48 for 100% completing with 0 errors detected. I've tried some different things through the CMD sfc/scannow. I've played with DIMM clock speeds (had them at 3000 turned back down to 2133). Multi plane overlay has also been disabled at one point however I ended up performing a clean install of windows to see and never got around to disabling again.

Update: Currently with IGPU disabled I was just able to play The Forest for roughly 15 minutes before the Video scheduler internal error BSOD the PC. Audio was in a loop during the crash this time. I performed a benchmark over at user benchmark here are the posted results.
UserBenchmarks: Game 38%, Desk 90%, Work 36%
CPU: AMD Ryzen 5 5600G - 87.2%
GPU: Nvidia GTX 960 - 35.9%
SSD: Acer SA100 480GB - 96.9%
HDD: WD Black 2TB (2013) - 70.9%
RAM: Corsair Vengeance LPX DDR4 3000 C15 2x4GB - 79.1%
MBD: MSI MPG B550 GAMING PLUS (MS-7C56)
Right after the benchmark I decided to perform a new sfc /scannow as I hadn't performed that since my fresh OS install during this trouble shooting. https://www.dropbox.com/scl/fi/epttxrf7sc45af6s86l6t/CBS.log?rlkey=dokn5vtz2ybvh1rjlxhhinw68&dl=0
