So I was loading up Sifu, and my fans started to get louder as usual and my CPU Usage started to hit 100% then my pc froze and bluescreened. I have the error message, WHEA_UNCORRECTABLE_ERROR and Clock_Watchdog_Timeout. Please help if possible, would like to know if I need new RAM or not, or if it's another issue.

MY SPECS:
GPU: 980
PSU:650W
Motherboard: Hero Maximus VII
CPU: i7 4790k
RAM: 32GB

can you flesh out the specs a little bit more, what make PSU and what ram?
gtx 980

Can you follow option one on the following link - here - and then do this step below: Small memory dumps - Have Windows Create a Small Memory Dump (Minidump) on BSOD - that creates a file in c windows/minidump after the next BSOD

  1. Open Windows File Explore
  2. Navigate to C:\Windows\Minidump
  3. Copy the mini-dump files out onto your Desktop
  4. Do not use Winzip, use the built in facility in Windows
  5. Select those files on your Desktop, right click them and choose 'Send to' - Compressed (zipped) folder
  6. Upload the zip file to the Cloud (OneDrive, DropBox . . . etc.)
  7. Then post a link here to the zip file, so we can take a look for you . . .
that Microsoft link for whea errors is lacking details
whea = windows hardware error architecture
its an error called by CPU but not necessarily caused by it
can be any hardware
remove any overclocks you are running
remove any overclocking software like Intel extreme tuning utility, Asus AI Suite, MSI Afterburner
can be caused by heat so try cleaning inside PC.

Clock watchdog is another hardware error.
Both are related to CPU

I couldn't ZIP it so I made the dump file a txt and uploaded it, https://filebin.net/1nug505gopeto61f My RAM Model is Kingston and my PSU make is Corsair.

why couldn't you make the zip?

whea dumps tend to not tell me a lot, but would at least show drivers in use.
the 2 file names mentioned there are typical for WHEA errors

ntoskrnl = windows kernel. there aren't many operations on PC its not involved in
PSHED - Platform Specific Hardware Error Driver - I only see this on WHEA errors.

there are a few people here who can read dumps but your results probably don't give them enough.

try running this on CPU - Intel - https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool

Try running memtest86 on each of your ram sticks, one stick at a time, up to 4 passes. Only error count you want is 0, any higher could be cause of the BSOD. Remove/replace ram sticks with errors. Memtest is created as a bootable USB so that you don’t need windows to run it
no real tests for motherboard

only tests for GPU is to run heaven benchmark and see if you crash during it.

what storage drives do you have?
What PSU?

I have a seagate ssd and a hdd for windows install directory. 650W Corsair PSU, I passed the CPU test and no problems with RAM.

Also, I couldn't do the zip because when I tried to zip the .dmp file it said no read information or no permission.
that is cause you missed a step
you meant to copy the mini dump files from the mini dump folder onto desktop
then zip the ones on desktop
you don't own the originals, the system does - but you own the copies.

if both drives are from seagate, you can run this on them - https://www.seagate.com/au/en/support/downloads/seatools/seatools-win-master/

which tests?
did you run intel test on CPU?
did you run memtest on ram?
did you run storage tests?

If we can't get a dump, we have to test all the hardware.

I might look at drivers installed and see if I see any clues.

Can you download and run Driverview - http://www.nirsoft.net/utils/driverview.html

All it does is looks at drivers installed; it won't install any (this is intentional as 3rd party driver updaters often get it wrong)

When you run it, go into view tab and set it to hide all Microsoft drivers, will make list shorter.

Now its up to you, you can look through the drivers and try to find old drivers, or you can take a screenshot from (and including)Driver name to (and including)Creation date.

upload it to an image sharing website and show link here

It used to be that only the cpu would call this error. Now anything connected to the PCI bus can call the error.
You have to look at parameter 1 of the bugcheck to determine who called the error. If it is equal to zero then it was the CPU. if it is 4 then it was something connected to the PCI bus (basically everything now ) For older machines it is still likely to be the CPU. If you can, check the voltages in BIOS and confirm that they are within range. (+/- 12V, 5V, and 3.3V) Also check that the fans are working and blow out dust for the case of heating problems.

confirm you have the various CPU firmware updates and bios updates and remove any overclock drivers that tweak CPU voltages.

not often I see an Asus board without asio.sys on it. No matter, it would have been a suspect
I don't see any overclocking software in driver listing - only intel drivers are network and IMEI
most of the 3rd party drivers are Norton (is that 360? I hope its not running the crypto miner)
i don't think its software

would kernel dumps help more to find it than minidumps?
he still can't copy them so until we get past that what form they are in doesn't matter.

I like the kernel dumps since you can look at what is going on with all of the cpus and a lot more of the automated debugging works.
i7 4790k came out in June of 2013.
likely time for capacitors to start failing and causing voltages to the cpu to change and cause timing issues. Machine might be near End of life.

how to set up kernel dump - follow step 1 here - link
then do step - Have Windows Create a Kernel Memory Dump on BSOD
which is listed under it.

when/if you get a result, the dump won't be in same folder, its in memory.dmp
if you have same problems creating zip, maybe try copying the files to another folder before selecting them and zipping them. It should work.

looks like you have java starting up something, it tried to write to the registry but it could not complete so it waited until a timer expired. you ended up having several cpu cores waiting on 2 other cores. I think if you fix these to failed device installs your bugcheck should stop:

you have two failed hardware install attempts
"PCI\VEN_8086&DEV_8CA2&SUBSYS_85341043&REV_00\3&11583659&0&FB"
it is looking for a driver for system management bus
i think this gets installed with the chipset drivers from the asus website.
MAXIMUS VII HERO - Support (asus.com)

the second one was
"ACPI\PNP0A0A\2&daba3ff&0"

i am not sure what it is but
start control pane->hardware=>device manager, locate the entry (it will be marked as not installed via warning symbol)
and uninistall it and then shutdown and reboot it should get reinstalled.
(hopefully it is installed from the with the chipset drivers from above)

I uninstalled two drivers named Sm Bus Controller and Unknown Device and then rebooted and they come back up with the warning symbol, where do I go from here? It says for the SM bus controller that
the drivers for this device are not installed. (Code 28)

There are no compatible drivers for this device.

To find a driver for this device, click Update Driver.

And for the unknown device it says
The drivers for this device are not installed. (Code 28)

There are no compatible drivers for this device.

To find a driver for this device, click Update Driver. The same thing.

I just updated the Unknown device and the SM bus controller, but it still bluescreens.

provide the new memory.dmp file.
do you know why java was trying to setup ?
javaw.exe was the running process (java run time environment)

you should also update to the current bios version.
they contain patches for known cpu security issues.

right after you reboot
you might also start cmd.exe as an admin then run
net.exe stop "plug and play"

see if prevents the bugcheck.

net.exe start "plug and play"
or rebooting will turn it back on.
---------
you might also have some issue with another device.
PnpProblemCode : 24
DeviceId : SWD\MMDEVAPI\{0.0.0.00000000}.{a37b5c6b-6787-4eac-9f21-c3c9502b16ec}

I am not sure what it is, i think it is a audio device mmdevapi is for multimedia devices.
if you do not use the sound device provided by the motherboard, you should go into the bios and disable the hardware. if you do use it then you should go to the motherboard vendors website and download the current sound driver for the motherboard. Then go to windows control panel device manager and look at the sound devices and confirm that there are not any setup warnings. You might disable any sound device that you do not currently have a speaker connected to. Old motherboard sound drivers had a bug where they would respond to other sound request that did not belong to them.
-----------
you also have a bunch of devices that are connected to your usb subsystem that are waiting for a wake up signal
your system has only been running for 18 mins. you might want to go in to windows control panel and set your system to run in high performance mode until you figure out the cause of this bugcheck.
or you can go into windows control panel device manager, find each USB port, right mouse click to bring up properties then find the power management tab and unselect the option that lets windows power down the device. you would have to do this for each port, and maybe do the same for the usb items in the human inderface device list.

to get them to work correctly, you would have to update the bios and the motherboard chipset drivers and any usb 3 drivers
------------
looks like your storage controller also went to sleep.
be sure to update the asmedia sata drivers from your motherboard vendors website.
(setting the system to high performance mode will prevent sleep)
not sure if this is related to the bugcheck. I would turn off the sleep functions until the bugcheck is resolved.
------------
you might start cmd.exe then run
powercfg.exe /energy
or
powercfg.exe /sleepstudy
Powercfg command-line options | Microsoft Docs

then look at the reports to see if it flags anything bad with devices on your system.
(useful for finding out the cause of sleep issues)

As I said before, I cant provide a memory dump file cause of access problems but I can provide a kernal dump, I also don't know why java is trying to setup.

sorry, i need the kernel dump file which is called memory.dmp
the java runtime is using all of your cpus but the use on cpu 3 is messed up.
you might uninstall the java runtime to see if you still bugcheck.
(then reinstall if you really want it)
Also, I don't know where to uninstall java runtime, the uninstaller seems to have not found any versions.
