The CPU seems overkill, given the requirements for OVerwatch....
A 1600 (6c/12t) should allow ~4c/t each + OS/VM overhead.

Not my area of expertise but, in this proposed setup...... wouldn't you need a dedicated GPU for each VM?

You do. I put a placeholder part because part picker won't add a 2nd GPU due to lack of crossfire support
