Hi everyone. I am looking to buy a new monitor. I am casual PC user who watches a movie here and there and plays not so demanding games (mostly sport games).
Now I use almost 9 years old Acer V193HQ 19 inch monitor (1366x768). Decent budget upgrade would be 24 inch monitor 1080p. What are yours suggestions?

I found one really cheap, but old model:
Asus VS243HR. I can get this one in my country for 140 dollars. Its response time is 2ms GTG, which is much better than compared monitors in that price range.

Other options are:
Philips 243VQS (150 dollars)
Philips 243V5LSB5/00 (130 dollars)
BenQ GW2480 IPS (150 dollars)
AOC 24B1XHS IPS(150 dollars)
Asus VA249HE (150 dollars)
Asus VP247HAE (150 dollars)
Acer Nitro VG240y IPS 1ms (170 dollars)
Acer k242HLABID (130 dollars)
Acer R241YBMID IPS (180 dollars)
Acer SA240YBID IPS (140 dollars)
Acer KA240HQ 1ms?! (170 dollars)
AOC M2470SWH (130 dollars)
Philips 243V7Q (170 dollars)
LG 24MK400H-B TN

My rig specs: Intel I5 4570, 8GB RAM, VGA HD7750 1 GB DDR5 ( I am planning to upgrade to Intel 1030 2GB DDR5).

Thanks you all in advance!

At this price point there is nothing much to write about. Just pick the one you like the look of.

IPS will get you better color and viewing angles but typically higher response times
TN will get you fast response times, but off-angle viewing will show incorrect colors (fade to gray/green/purple)

If you are only casually gaming and watching movies, IPS is probably the way to go.
