Budget build for low end games

Hello guys,
I have created multiple threads on this forum in the past, but never got to build the builds you guys suggested me due to certain circumstances.

But now, I have no choice, because my laptop is dying 🙁
I have a budget of 600-630$, but where I live the prices arent as good as in UK or US (I live in the Netherlands)
The games I play now on my laptop are Minecraft, TF2, CIV and some other low-end games.
I have no plans on playing any next-gen games. Keyboard, mousepad, mouse, headphones and OS are not necessary. However I do need a monitor.

I hope you guys can help me out.
If I forgot anything just ask me and I'll be happy to answer your questions.

Also I do not prefer AMD over Intel or anything like that, just what is best for my budget to still get at least 60 FPS.

i will go with the mobo you listed, the msi h81m-e33

i compared the zalman ZM-z1 with the sharkoon vg4-w and they're both ATX form factor and both have 2 pre-installed fans, so the sharkoon should be compatible right?

so sharkoon supports all motherboards so yes will be compatible with that board
