Budget Editing Build?

Hello,
I want to get a cheap editing pc ($500 Budget) that will use sony vegas on to edit and render videos in HD that will be around 15-20 minutes long. I will also be using fraps to record minecraft gameplay and want a constant fps of above 40 while playing on multiplayer servers. Any suggestions for the components I should use?
