Pretty much. It would be extremely lucky if you could get your hands on one at the normal price. Also, miners have also started buying out GTX 1060's, so you should try and buy one before the price rises.
No offense but that is quite a badly put together build. First you need to answer some questions to get the best possible build for yourself.

1) What games are planning on playing?
2) What resolution monitor do you have or are planning on getting?
3) What is your budget for the entire build?
4) Do you also need a Monitor, OS, Keyboard and Mouse?
