Nvidia was mostly honest with the performance of the 1070 and 1080, and their the ones who sporadically mislead the consumer (3.5 GB of vram).
The 480, spec was, looks to be between a 390 and 390x

And the RX 470 is exactly on the $150 price point, promising performance somewhere between a 960/380 and 970/390
