Budget pc build for Counter Strike: Global Offensive

Hello guys,
I wrote here recently about upgrading my pc, but I've decided I'd rather buy a whole new one. My pc hardware knowledge is on such a low level, I need your help. My budget is around $1000, but I don't want to spend too much for nothing. I play only CS:GO, nothing less and I don't see myself playing any other games in the next few years. So I just want a CSGO based pc, where I could get over 250 FPS. Please don't tell me to buy a fancy top GPU or something for future, when I don't need it and I don't plan to play anything but CSGO. If there is a proven setup for $700 which can bring great game experience in CS, there is no need to go for a more expensive one which would give me a few FPS more.
