Budget PC Build Help

Hi everyone.
I am looking into building a PC with the purpose of gaming. I don't know where to start and I will be on a strict budget with a maximum of $500 (it would be phenomenal if the build was around $300). I certainly plan to put more money into it as time progresses but I don't have the funds to build an out right beast right now.
Although I am going for a budget build for now, I don't want performance to suffer and I would like it to be easily upgradable.
A friend suggested posting here for help and suggestions. Thank you in advance for your insight.

P.S. I have a Samsung Smart TV that I was thinking about using as a monitor. Is it possible to set up the gaming rig to the TV via Bluetooth?

Are there used computers available in your region? If so I would recommend looking for a 4th generation intel processor (i5 4690 or i7 4790) with 8GB RAM and a gtx 960.
Prices for new components are way above your budget. A Ryzen 2200g build might fit, but you get better performance for your dollars with a used system.

For the OS, download the ISO off Microsoft and install it but not activate it. Saves costs.
