Budget pc but able to play games at max settings

Hi, i am new to this forum and I am looking for advice on building a budget PC.It should also be able to play all the newest games at max settings. when I say play at max settings, I do not mean to be barely playable but a play above the max settings. I also look to be web surfing, downloading, checking email and running auto cad. I want to build a PC that is capable of doing everything mentioned above without reaching it limits to do it. I am looking t a budget of roughly anywhere from 700 - 1300, am willing to go to a 2000 max budget if necessary. May you also list the parts.

You don't need liquid cooling at the first build. I put in the build Coolermaster EVO cpu cooler is enough for overclocking.

Will run any game on the market on full ultra settings as well as any next gen games coming out.
plus the motherboard, processor, and graphics are all very overclock friendly.
