Buffering buffering and More buffering

I try to watch You Tube videos but get frustrated when they stop completely or buffer every few seconds. Is there a way to alleviate this problem? I really don't know who to ask. I have a Win 7 IE 11 HP Home Premium 64 bit 8 Gb computer. I have all the latest updates and still have problems viewing some You Tube vids

I have some type of wireless with a modem..I live in the mountain area and the internet service has a modem that runs from my neighbors house to mine. I checked Ping-38 Ms/Download Speed-3.94 Mbps and Upload Speed-4.81 Mbps what ever those mean.
