I don't think you are asking for what you really need. Explain what you are trying to do, issues you are having, any error messages you get, system specs (CPU, RAM, video card, internet connection type and such), what you tried already, and what happens. Buffering is not something you "aquire" it's a process in which a stream of data is stored in a temp location for use, usually to avoid choppy or laggy playback. So you'd play a movie, but it does not play right away, it starts in a second and stores the data in a temp cache location, then feeds that data to the video card and CPU for display.
