What is the purpose of running 2 different RAM kits? If your build is for gaming then just go with 32GB and save up some money to buy another 32 GB later. But it's not a big problem I guess for running such odd number for the RAM.

Maybe you want to wait for a little time until RTX 3070 got launched which is soon enough. The RTX 3070 has 10% more performance than the RTX 2080 Ti with the RTX 3070 price at $499. But it's up to you if you need that PC build immadiately.

For PSU, RTX 2080 Ti requires 650 Watt without any overclocking. Which lead us to no room for the CPU to get some OC. While your motherboard is compatible for some CPU Overclocking, but your PSU is at it's max running on those stock clock. So, my suggestion is to get higher PSU maybe like 750 Watt or more is better. The i7 9700K + RTX 2080 Ti OC need 750 Watt. Higher watt might be beneficial if you want to upgrade your GPU to RTX 3000 Series. So later on you might not need to buy another PSU.

What's this about?
Is this a 'this or that', or are you actually planning on mixing them? Don't do the latter, as you'll increase your odds of BSODs, or other memory related problems. Always buy a kit, never mix, even if the specs are the same.

I get the 2TB HDD, but why the 1TB SSD though?
If it's just for the OS, that does fine with just 250-500GBs.

No neither wanted to buy was only one left but now none left, so is 2080 super better or just the same and what brand has the best. Not buying 3000 series twice, already have a 3080 on the way. (probably should of mentioned this computer was for my dad.)

Depends on the resolution.
At 1080p, they are going to offer roughly identical performance, as the system will be more cpu and ram frequency bound - at least in games.
The gap widens at the higher resolutions.

He'd be playing at 1440p but I have found an MSI GeForce RTX 2080 Ti Ventus GP OC 11GB on sale so I bought it. It will be fine for my dad and I can get computer built before his birthday. Thanks for all the help 🙏

If your pops runs into thermal issues, it's likely going to be the card.
The Ventus is pretty much bottom barrel of MSI's gaming gpu line; they're loud and still hot if the fan aren't run at max - or darn near it.

Nay, they all have good and bad products. I don't believe there's a single best of them all.
More often that not, it's a 'you get what you pay for' scenario with graphics cards - typical price segmentation.
The cheapest models tend to have little to no extra features, and a 'just good enough' cooling solution.
The premium ones are loaded with lots of extra fluff that the user may not even use, but have a great cooling solution.
The middle range tends to offer the best balance of features and cooling.
