And you can overclock with the R9 280 build, I'm sure you can overclock the FX 6300 atleast at 4.0GHz even with a stock cooler on ASUS M5A97 R2.0 (Unless he has a crappy PSU, Like Corsair CS, RM, CX,VS series). If he has atleast a XFX Pro/Core Edition/TS/ 550W then he's fine. Seasonic even better, S/M12II 520/620 and so on. Corsair AX/HX/TX are the only good ones I know from my experience.
 
Slightly over budget but will last you along time.

Hense why I said slightly over budget, if he is going to buy a upgrade he might aswell get something worth upgrading to, if he spends $500 now and in 2 years needs to upgrade or $600 now and upgrades in 4 years which is the most cost effective?
