His budget is around 1300-1500 euros.

Check the parts list you could also change it according to your needs, the reason I've selected Ryzen 7 3700x over 5600x is that having extra 2c/4t will be much better for productivity also while playing games and streaming you'd have much better experience for the same

That 3060TI at 624 euros is a ripoff. It's supposed to be ~400 dollars USD. Not 624 Euros. If you wait for them to be in stock again you will probably be able to buy a 5800X CPU and a 3060TI for the same price.

In Canada I can get one for 530 dollars. That's 338 Euros.

While the CPU being high core/thread count will help a lot with video editing, it isn't as important for streaming.
If you are using an Nvidia card you can do the encoding for the stream using the encoder chip built into the card.

I'm not familiar with the pricing in Euro but i do know that the 3060Ti starts from $400 but are you sure for euro? As i found this particular is cheapest among all in the part picker list also you cannot convert US currency to Euro directly as even i have made this mistake in past and the difference was about $400(it was a build,
