Question Build help - CPU error

Looking for some advice. I've got a new build that won't post. LEDs are saying I have a CPU error.

CPU: AMD Ryzen 9 3900X
MB: Gigabyte X570 Aorus Ultra
RAM: G.Skill 16 DDR4-3600 (x2, 32 Gb Ram )
GPU: Gigabyte 1660 Super
PSU: Corsair RM 650x Gold

Q-Flashed the BIOS, same result. Re-seated the CPU, same result. The pins all look fine. If I don't plug in power to the GPU it will show a GPU error (LED) for a bit before switching back to the CPU LED.

PSU only came with the 8-pin CPU power cable. Do I need the additional 4-pin? Googling gave me mixed results on this--mostly "no, you don't need the wattage" but also "x570 boards are weird and this can solve it."

So I feel like at this point I need to start returning parts? Or do I try to track down a 4-pin CPU cable? If I do start returning things, would you recommend CPU, MoBo, or both?
