Build> i7 13700k or i5 13600k

case> corsair 400d airflow

aio coolers 360mm options>
--*> ARCTIC Liquid Freezer II 360
---*> Corsair iCUE H150i RGB Elite
these need to be installed in front of the corsair 400d airflow case,

any cheaper suggestions for corsair case that can fit the rad on top in stead the front for corsair H170 aio 420mm rad in a corsair 7000D AIRFLOW

or case with dust filters like corsair

motherboard options>
---*> ASUS TUF GAMING Z790-PLUS WiFi D4
edit amazon lists this as ddr5 while asus site reports this is only ddr4
edit amazon fixed the listing and now shows only ddr4 support

---*> ASUS Prime Z790-P WiFi

or wait for the raptor lake refresh

(1080p gaming looking at 4k gaming on a budget with rtx 4070ti)

Corsair H170i Elite LCD. It's like crack for my CPU. I don't think I've seen my 12700kf go over 35c yet.
Why not save some $ on the "wifi" versions of your motherboard options and just use CAT6? 2.5 gb ethernet is pretty sweet, and the lag time is ridiculous.

You can fit either the h150 or the arctic 360 in the top of the new lian li 216 case and it cost only $100 for the one without the fancy LED fans.

To some extent you need to be careful about the memory height when you top mount a aio but the 216 case has a bit more clearance than others.

I doubt you need bigger than 360 to cool a 13700k. Note the h150 and arctic 360 many times trade places in the top of the charts. The arctic winning if you are concerned about noise levels.

I like the quality of Lian li cases.
Here is the lancool216 with two 160mm front intakes:
https://www.newegg.com/black-lian-li-lancool-atx-mid-tower/p/2AM-000Z-000A8

Do not overthink cooling for 13th gen.
Here is a study of the 13900K using several different coolers.
https://www.tomshardware.com/features/intel-core-13900k-cooling-tested

Gaming will depend most on the single thread performance of the master thread.
Serious heat only comes when using all threads on an overclocked system.

A top twin tower cooler like the Noctua NH-D15s should do the job in a good airflow case.

I would choose the 13700k, if you can afford it. Good Old Gamer found a sometimes pretty sizeable hit to performance, from a 13600k, to a 13900k, in gaming, and found the cache size is what made the difference. The 13900k, with cores disabled, to match the 13600k, still beat the 13600k, and basically tied with a 13700k.

well I suppose I can always powerlimit and undervolt them too if the ARCTIC Liquid Freezer II 360 aio should hit tJMax: 100°C with for example an i7 13700k
