Canadian here.
My 15 year old nephew would like a PC that can run Farming Simulator 19 and American Truck Simulator at 1080p, 60fps.
We'd like the keep costs as low as possible while still building him a decent system.
Pre-built isn't out of the question either but I know the bang-for-the-buck isn't there, especially regarding the PSU, upgradability, etc.
I know that a discrete GPU will be required.

No preference for brands on the parts.
