you want to upgrade and reuse some parts with new build?
what I assume is that you already have system with i5 2400 and you want to upgrade only CPU, mobo, RAM and PSU and you will be reusing Case, HDD, and other parts. Am I correct here? if not help me with only those parts list that you want to upgrade.
above you mentioned 16gb would be helpful, but listed only 8 gb
DDR3 memory, which will not support ryzen 1700, you need
DDR4 memory.
are you planning to keep only 8 gb or what?
also note OCing will also get effected by quality of mobo.
as I mention you can OC CPU with stock just little (stability depends on choice of mobo, X(highend) or B series)
