I am looking to build a PC into a 19" rack, which sits inside a road case. I'd like to have the monitor built into a hinged segment on top of the case. Side note: If you're thinking I'm going about this the wrong way and I should just get a laptop I understand, but hear me out. I already own a PC that is more than capable of what I need it to do. at some point I could even drop an i7 in it instead of the i5 4690k that's in it now. To get a laptop that would replace my desktop I would have to be looking in the $1200 range and I don't have that.
This whole idea is not much more than that so far, I've got a coolermaster HAF XB evo that I can cannibalize to make mounts for everything, and I was planning on building the case myself, instead of paying Gator or SKB to do it for me. (which would probably cost around $600)
The main thing I need to know is how well will a motherboard with components sticking out of it survive in a shock mounted case? I assume I'd have to anchor things like the PCI cards, but I didn't know about RAM, would that require any additional securing?
Also would an AIO water cooler be practical in this setting? I think I would need some aftermarket cooling solution, A road case is just a big sturdy box with foam inside it, there's not a whole lot of airflow unless I design the case to have a lot of airflow.
I'm open to any and all ideas. Instead of mounting it in a case I may try selling the PC I just built and getting a laptop although it might break my heart.

It cost me around $1200 to buy the parts for this 2 months ago, I'd be lucky to get $850 for it used, so I'm reluctant to sell it. I probably would be open to trading it for a nice laptop though, so I'll be browsing craigslist.
