building a pc to rune 20+ VM

Hello there

so i want to build my own customized PC and i need a little help, i need a pc that should be able to run 20+ Virtual machines at a time, each machine will be running a game called puzzle pirates (please check it) it's only a 2D game, with simple graphics (so graphics isn't a big deal) with a bot running on Java and a vpn to have the IP address changed. to make it clearer each of the 20 VM will have:
1) the game (puzzle pirates)
2) a bot running on java
3)and a VPN to change the IP address.

please help me to get onto the right track to build this computer, i have a decent budget so let me know what kind of pieces i will need and where should i focus and where not etc...

RAM and OS licenses.

Each VM needs its own OS. 2GB each minimum.
And of course an OS license. Can you run this in Linux?

the VM's is not the problem, the problem is that i don't know which pieces do i need to build the computer than can take 20 vm with windows xp running a simple game with a bot and a vpn...

You could give 512MB-1GB ram for each VM, I dont think it would require more, unless you are planning on running a game which require more memory.
