Building a rig - Need help

I'm trying to build a rig that will come to my needs and I want you guys to help me. See, I want a rig that is both capable of gaming and video editing/rendering. I'm particularly interested in editing, viewing and rendering videos in 4k format. Granted, I have a 1080p monitor but I've heard that you can adjust the GPU's resolution to 4k and it'll still look very good. I'm unable to go on a high budget CPU such as a 500+ dollar/euro i7 that is capable of doing both things. I'll actually buy each component twice as I'm building a rig for my bro as well. I'm thinking of either purchasing an FX 8350 and have a loss in gaming or an i5 4460 and have a loss in video editing. I want you to suggest me other CPUs that will meet my needs. I'm also thinking of buying a GTX 960. Is that GPU capable of rendering videos at 4k? And even better, is it capable to play games at 4k? You could also suggest entire rigs. They should be between 800 to 1000 dollars/euros (1600 to 2000 dollars/ euros in reality, since I'm buying each component twice). I may be asking a lot of things, but, any help is appreciated.

Here are my questions in detail:

- For a good 4K gaming/video editing performace at a medium budget, would you suggest an i5 or an FX and which one specifically would you recommend? Are these even that capable?
- What GPU do you suggest, as well? Is a GTX 960 capable of doing such things? Make specific recommendations of GPUs. Doesn't matter if it's an ATI or an NVIDIA card. Any card is acceptable.
- Any complete rig that you would suggest?

Budget is between 800 and 1000 dollars/euros.

Intel is way better than AMD when it comes to the more premium CPUs, so go with an i5 or above. The Go with a MSI GeForce GTX 970 Gaming 4G, it's capable of decent 4K gaming.
