I'd go ryzen personally , I just don't see the market for an i5 now at all.

If you're dead set on intel then just make it a locked i7 7700 with a half decent b250 board.
The 7600k just ain't that good value once you factor in a decent cooler.

As madmatt30 put it, 450 is just fine. The GTX 1060 isn't going to be sucking that much power..total usage is under 350...so an extra 100 watts is just nice headrom. I would also go with Ryzen myself, but Intel does offer better gaming performance...if you are strictly gaming. If you are more of an all-around guy, then a nice 1600 would do you just fine.
 
Ryzen 1600 & gtx 1070 for less money.

Did not provide SSD as the performance you gain from GTX1070 over GTX1060 is a lot. Here the performance gain is huge compared to what you get from SSD.
