Building PC nothing on screen / fans start then stop on CPU, VC, PS.

I'm building a PC with fresh parts and have been following the Newegg video's instructions but when I hit the power button nothing comes up on screen and the fan to the Power Supply, Video Card, and CPU start spinning then stop over and over again for however long I keep it on.

I only have the RAM, PS, VC, CPU, and power button on my case plugged in and it is sitting on my Motherbord case.

All the parts except my Video Card are fresh from Newegg too.

I have never tried putting it in the case.

I have been looking through other threads that are similar and went through the PC building mistakes checklist and found that I didn't make any of those mistakes.

I have tried taking the battery out of the Motherboard like people have suggested in other threads.

All the parts were together in a combo on Newegg so according to them they are all compatible.

(I'm not at home so I can't look at the box to double check, but I'm almost positive that is my exact card)

(Sorry my specs aren't very detailed, I'm on my sisters Laptop since my main PC is unplugged atm. Will update the specs in a bit once I get on my main PC. EDIT: Updated my specs and added links to them too. ^^)

Detailed info of the parts including the Graphic card, PSU,etc.. will help but with the current info,It can be of a few things:
1) Forgot to plug in some power connections. Make sure u connect all the power cables to the respective connections of mobo and graphic cards.
2) Incompatible/bad ram. Try using only 1 stick and boot up. It it's still the same, remove that stick and try with another one. Make sure u slot them in the recommended slot according to mobo manual.
3) Ur PSU don't have enough power to boot up the system. Always stay away from the brands that are not reputable coz it might even fry other parts as well. It can be determined once u post the full spec.
4) Parts not seated properly. Double check ur parts are seated properly including ur CPU heat sink.

Detailed info of the parts including the Graphic card, PSU,etc.. will help but with the current info,It can be of a few things:

1) Everything is plugged in.

2) I only have the one DDR3 8GB stick, all my other RAM is DDR2 on my main PC. It is in slot one which I've checked a few times in the manual just to make sure.

3) I used my old 450w PS and my new 500w PS and it had the same problem. It should have enough power to work with my other parts since they were all in a combo together, though I'll leave that up to you fellas since you're all more knowdlgeable than me.

4) Everything seems to be locked securely in place.

Did you place the motherboard standoffs in the case?

Attempt to reseat your processor (Make sure you didn't accidentally touch the contacts etc. I've seen thermal compound accidentally on the bottom of the processor causing problems, silly things like that.

Powersupply, I'd replace it anyway. The ones that come in towers are garbage.

Is there any chance you can salvage a POST beeper from your other computer to hear the code?

Your PSU have only one 6pin PCI-E power supply, which means, graphic cards that required 8pin connector(s) or two 6pin connectors will not work.

Another point is that your PSU have slightly low +12V rail amps ;
Output: 500W Max. +3.3V@22A, +5V@16A, +12V1@15A, +12V2@16A, -12V@0.8A, +5VSB@2.5A.

And I've tried turning it on without the Graphics Card installed a few times, but it still had the same problems with the fans starting and stopping over and over and the computer not starting up.

I've reseated the processor a few times and taken it out to inspect it and the motherboard socket and there's nothing on it. It's clean and undamaged.

I can't replace my PSU for a few months since I'm running low on cash for upgrades, so unless it's absolutly the problem I can't get another one yet.

And my current custom built PC doesn't have a POST beeper, but one of my older ones may have one if they come with computers you get at Walmart, since I have a few of those old PC's laying around. I'll check them tomorrow when I go home.

Did you place the motherboard standoffs in the case?

I haven't put the motherboard in the case yet. I've been Breadboarding by putting it on the box it came in and putting it together.

Try w/o video card and integrated graphics instead. Btw do you have a debug LED?

Looks to me it's either PSU or RAM.

If you are confident, try testing ur PSU with paper clip method like this http://www.corsair.com/en/blog/testing-your-corsair-power-supply.

For ur info, I've saw so many post about rosewill PSU being unreliable or causing problem.

This is the op. I never got it working and gave up. I ended us returning the parts and selling the ones NewEgg wouldn't allow return on then building a new PC a year later with more research, understanding, and help from more experienced people picking out parts, then I had a local PC repair shop guy put it together just to be safe. I got the parts from a NewEgg bundle assuming they were all compatible but never checked before getting them so I don't know if that was the problem, if something was broken, or what.

i've just fixed my problem. the motherboard needed to be flashed with a new bios to support the i5 7500 processor i had installed.
