Built a PC, wont start

Hi! I built a new pc, and when i thought i was done i plugged in the power, turned on the psu, and pressed the power button on the case. The LED next to the power button flashed once, but nothing else happend. Pressing the power button agian did nothing.

I turned off the psu, and checked that all the cables where properly in, and then i tried again. The same thing happend again, but this time i noticed the fan on the psu moved a little bit, for half a second, before it stopped. Pressing the power button again did nothing until i turned off the psu, waited, turned it on again, and pressed the button. The LED flashed, and the psu fan moved slightly.

My thought is that psu doesnt work. Anyone agree?

How can i test if it works or not?
 
Solution
Remove everything from the motherboard except CPU & 1 stick of RAM. Remove the motherboard from the case and place it on an anti-static bag. Plug in motherboard and CPU power. Using a key, connect the two jumper posts for CPU power.

If the system turns on, you likely have a motherboard post installed in an incorrect spot in the case, and it's shorting your board when you try to start it.

Solution
Are the front panel connectors connected correctly (check motherboard manual)? Have you installed motherboard stand-offs correctly? If you have another PSU, then use it to determine whether the other one is the problem.
 


I heard you're not supposed to place it on anti-static bag since only the inside is anti-static. I've heard that it's best to put it on the box.
 
Update! When taking everything apart i noticed that some drops of blood had fell on the motherboard. I did cut my finger when installing the cpu heatsink,and some blood must have landed there. Blood could cause a shorting, right?

What could i use to wash it of with?

There is only a little bit on on corner, but it is connecting two pins.
 


Rubbing alcohol. I'd use a Q-tip and some rubbing alcohol( Isopropyl Alcohol) to clean it up,
