You would need to find an OEM version of it, but most versions out there are the retail ones which come complete with the heatsink and fan, i havent seen any OEM specific sandy bridge CPUs.

I used to have an entire drawer filled with unused Intel coolers - I always thought I could use one if my third party cooler failed. Fact is, I never had a third party cooler fail, so the drawer got more and more full. These days I give them away or recycle them.
Corsair H50.. if high end Air is your desire with near silence , Noctua makes some excellent coolers.
