Buying from Kinguin

So my friend wants to buy Rust on Kinguin,but there are 2 questions that him and I wonder:
First question:Is it secure to buy Rust on Kinguin,will he be scammed?
Second question:Can he buy Steam Gift Key for €20 and activate it,or he MUST buy the €25 Steam Key?(He would love to find out that he can get the Gift for cheaper and not be scanned).If he can't buy,why?
We would be really happy if we find out that we can buy the game and not be scanned,so he doesn't have to spend €12 more to buy the original on Steam.

kinguin.....we could list a LOT of threads where people end up with an invalid license code from there.

€20 from kinguin vs €32 for a known valid license key direct from Steam?
Roll the dice, and you might end up paying €52 instead of €32.
