I am looking at getting a new graphics card, but I dont want to spend over $100.

The one I have now is an ATI Radeon HD 4600 series(http://www.newegg.com/Product/Product.aspx?Item=N82E16814161315).
I have had it for about 2 years now and it started having problems, I reseated the heat-sink and cleaned the fan it fixed the problem I was having, but now its maxing out at 100% GPU load on most games I play now :(

I did find one I might want on newegg its a GeForce 9800 GT 1GB 256-bit DDR3
(http://www.newegg.com/Product/Product.aspx?Item=N82E16814130534)
but its core clock is only 550MHz

Here are my hardware specs:
Motherboard: Gigabyte X58A-UD3R
Processor: Intel i7 940, 2.93GHz Quad Core
RAM: 4GB DDR3
Power Supply: Cooler Master 850W

If you need to know more just ask

I also have 2 monitors hooked up and I would like to keep them both.

Wow, you've got a really CPU-heavy gaming rig there, especially if you're looking to spend only $100 on your graphics card. If you're serious about gaming on two monitors, you're gonna need a lot more power than $100 will buy you. The 9800GT is very old, I wouldn't recommend it. If you absolutely must stick to such a strict price limit, I'd go with a 7750. It'l outperform your 4600 by a long shot, as well as the 9800GT.

Both look pretty awesome but my motherboard only has

2 x PCI Express 2.0 x16 slots, running at x16
2 x PCI Express 2.0 x16 slot, running at x8

Both of those cards are PCI express 3.0 =(
Darn Motherboard, sorry I didn't mention it before...

3.0 is backwards compatible with 2.0. Don't worry about it.

You're lucky enough that you can buy a 7770 below $100. In most cases, the 7750 is probably your best bet

You have such ah high end rig that it's unfortunate that you decided to spend only $100 for the video card :??:
