Question Buying international

I was looking into buying a GPU on alibaba.com. some are from different countries and wanted to know if it is possible to buy a card from China or the Japan and it work on an English based motherboard?

You dont need to worry about that, most of the card on market were made in China anyway.
What you need to worry is the authenticity of the card, and hope they are not refurbished miner card.
