Buying New PC

Note: 1) No experience in water cooling, but heard there is no maintenance required and something about these coolers: some have closed loops? that make it no maintenance required (I don't know).
2) Not buying both sets of RAM trying to decide which set to buy. Of course I'd like to get somewhat small with good latency and speed, and whatever helps RAM perform better. It's RAM though.
The case I haven't decided because I don't know which is best for this build. I was looking at the Corsair - 750D and 900D ATX Full Tower Cases.
3) The GPU is in my current build so take that into consideration. I am not buying the same GPU but will be putting it into this newer one. A 660 will go back into the one I am currently using.

and they recommended 2400 or 2800 and then see if there is left in the budget to find a faster speed (5:36)

1) I will put one of the Seagate HDD into the new PC
2) I found out that my old card Geforce 660 bottlenecks with my current CPU and definitely does it with my 1080. I didn't know about bottlenecking until a few months. One of my friends helped me build this one and another lightly helped with PC parts. Neither of them told about the bottleneck probably because neither of them knew what it was.
 
You don't necessarily need 32gb of ram. I think for gaming 16gb is plenty right now. You could always add more later when prices drop if needed.

Just a personal preference, but I prefer air cooling. Not always as silent, but less points of failure and let things to go wrong with it. For example on an air cooler, maybe a fan dies. Vs water, a fan could go out, you could get a leak, the pump could due, etc.

I don't tend to just game on it but I understand the difference between 16Gb and 32 Gb. For water cooling, I researched a little and found it is quieter and easier on the CPU for heat. But wouldn't I just need the cooler with the fan and nothing else; but as with liquid cooling needing all the pumps, reservoir, etc.?
