Buying OS Discs and their language

I was looking at a german website and on it their is windows 8.1 64 bit german and 64 bit english does this mean the discs have a set language and your not able to change them

I believe you can change them with a language pack but, they install in the native language listed on the cd case.

Why would you hone in on a German website for a Windows OS.
Anything valid and legal costs pretty much the same everywhere.

While you might be able to get around the original language with a language pack or something, it would be more hassle than buying it elsewhere in your native language.

I thought language packs were only for Ultimate or enterprise versions of windows 7 or 8

Though I have seen Chinese language win 7 home which could only be removed ( converted back to English) by re installing from the recovery partition .
