[buying] used sapphire r9 280x vs new powercolor r9 280x (Also taking other Suggestions)

Hi,
I am buying a graphics card and after looking around I've come up with these two.

1. Sapphire Radeon R9 280X 3GB GDDR5 DVI-I/DVI-D/HDMI/DP Dual-X OC Version UEFI PCI-Express BF4 Edition Graphics Card (11221-00-25G)

2. PowerColor TurboDuo AXR9 280X 3GBD5-T2DHE/OC Radeon R9 280X 3GB 384-Bit GDDR5 PCI Express 3.0 HDCP Ready CrossFireX Support Video Card

The Sapphire is used (like new) on amazon and the powercolor is brand new from newegg. On one hand I am afraid to buy a used item (I can't return stuff), but on the other hand I don't know if Powercolor is any good (I haven't heard of it before).

My price range is around 210 USD.

Approx purchase date: ASAP, like a day max.

Currently no GPU and 300 watt PSU but i'll buy a 550 watt PSU (is that enough?)

MoBo: Gigabyte B75M-D3H RAM:Kingston fury 1600mhz 4GB x2

OverClocking: maybe Monitor Res:1440x900

Games: recent games at ultra or atleast high

if you can fit it in your budget always buy the new over used.
