C drive access denied on internal laptop HDD drive

C drive access denied on internal laptop HDD drive with win 10 pro 64bit.
i have a Tahrpup 6.0 CE linux bootable usb(Ubuntu LT 14.04) cuz i don't have a optical drive either is there a way to reset security and permissions settings of c drive for win 10 with that ? because i can't even open anything including CMD as administrator or access hidden admin account (my user account is a local admin acc though). and also can't install anything too.
can't use restore. system can't detect restore points even though i created few recently. can't change anything in properties cuz it need admin access. what can i do?
 


thanks for the reply but main problem is i can't access access the security settings tab because anything need admin doesn't work now even when i'm in a admin account.
 


Thanks for the reply but as i mentioned above i can't take permissions because i can't access do anything that needs admin access even though i'm in admin account.
to put it simple i can't run CMD , msconfig or regedit and also in security permission for c drive every user were removed including admins and hidden admin by a mistake.
