You can use Disk Management to try and shrink the partition, barring that, some third party tool like EaseUS Partition Master or MiniTool Partition Wizard.
Otherwise there's no real point in doing this if you're not going to do something like installing another OS on your computer that a VM can't fit your requirements.
Why do you want to do this?
If your current C drive is a HDD, then it makes sense to convert to a ssd.
Most will do this by cloning the HDD and the key requirement is that the target ssd can hold the used contents of the source C drive.
Samsung does this via a C drive copy utility.

It's probably the easiest software I ever used. I scanned the instructions a bit, but I tell you I probably could have ran it without any instructions.
So now I have a 500gb ssd drive as my C: drive and it's unbelievably fast now and it only cost 40 bucks!!!!!!!
