c000021a when opening steam, is it psu?

OK, 1st of all im no expert, basically my problem started a few weeks ago i turned my pc on for the 1st time in a while and steam downloaded an update but when it had finished and went to open i got a bsod with the error c000021a fatal system error, i restarted and logged back in in safe mode and uninstalled steam, restarted again in normal mode and all is fine then reinstall steam and boom same issue.
i formatted the hard drive and reinstalled windows XPx64 SP2 and updated all the drivers installed steam and boom c000021a, so again uninstalled it and its fine.
i tried to install SP3 but couldn't do it because of the registry couldn't be backed up so i downloaded wise registry cleaner and still couldn't install it.
so i then dismantled the pc and cleaned all the components free of dust including the psu after putting it all back together i noticed that the psu fan wasn't working when i started it up and after running it for a few hours still it doesn't spin. so a quick google search and saw the paper clip test so i done this and the fan works plug it all back in and fan doesn't spin.

i would really appreciate some help here like i said i am no expert so please be easy on me.

my pc specs are
motherboard; msi k9n neo v3
amd athlon 64x2 dual core 4400+
3gb ram
windows xp x64 sp2
graphics card: nvidea geforce 8600gt
psu: hiper type r mkii 680w

thanks for the reply ive downloaded HDTune. All status' under the health tab are OK

i ran an error scan and it came back with 0.0% damaged blocks

the benchmark results are;
