Cable internet went from 100mb/s to less than 56k dialup?

So.. we had a wind/rain storm about a week ago and a power surge during the storm. I noticed that night that my internet is now acting up. comcast does not report any issues in my area. I have tried numerous time to manually reboot my modem and router. I've tried to remove the router from the picture and just use the modem and everything is still just as slow, so it's not the router

i first started getting random disconnect/reconnect issues for the first couple days. now I have a steady connection but it is slower than dialup. Task manager shows between 0kbps and 12kbps speedtest.net takes about 15 minutes to load and gives me speeds of 33mbps down and 6mbps up. from my original 100mbps down and 6mbps up. speedtest seems to only be testing ipv6 also not sure if that matters. no hardware or software changes before this started happening.

I cant stream videos, I cant download anything. and I can barely access web pages. Windows says my connection is fine. comcast says my connection has some weird speeds and they are sending a tech out to my house. But i'm just wondering if anyone else has had this kind of issues and what they found to be the cause?

I'd rather cancel the tech if I can because they cost money if they find a problem on my end instead of theirs..

Also. Pinged google from CMD and got 18ms=min 28ms=max 21ms=average.

Any help would be greatly appreciated

Not sure if it helps but my system is as follows
Ryzen 5 1600
Asus b350 prime
Samsung evo 850 ssd
WDC black HDD
silverstone decathelon 850w psu
amd rx 480 8gb
16gb of gskill x-flare 2400mhz ram
windows 10
netgear Cm400 cable modem
Belkin AC1200 dual band AC+ router
comcast performance plus 100mbps internet package

well, im glad i had a tech come out, cause the windstorm damaged the lines coming from the pole to my house, the tech used his little radio frequency meter to detect the noise on the line coming to my house and said it was "the most bizarre reading" he's ever seen, and once he disconnected the line he said water poured out of the line like a faucet o_O 1 hour later 102mbps :-D

Sounds like theres a fault in the line pre-your house, I've had similar issues where something has been damaged down the road and it's brought the connection to it's knees.
It's very unlikely to be the router or network cable - but you could try swapping the cable just to be on the safe side.

My thoughts are that it is the lines somewhere outside my house as well, it was a pretty bad storm we had 70+ mph winds and a crap load of rain. But I have removed the router from the network and swapped ethernet cables, still just as slow.

resetting the winsock through the command prompt seemed to help but the problem is still there

This is my Current comcast speed test after removing the router from the network and resetting the winsock from cmd
Speed Results
Download Speed
36.65 Mbps

Upload Speed
6.94 Mbps

Latency
33 ms

Protocol
IPv6

It is better but still intermittently goes to almost a dead stop around 0.12kbps

Before this issue started my speeds were as follows constant and perfect connection 24/7
Download Speed
95 Mbps

Upload Speed
7 Mbps

an earlier speed test before resetting the winsock from CMD

Download Speed
113.56 kbps

Upload Speed
6.94 Mbps

I was wrong resetting the network through the command prompt did absolutely nothing,

Speed test completed 2 minutes ago

Download speed
0.53mbps
Upload speed
5.97mbps

This is miserable. I've tried everything I can think of including different ethernet cables. I guess ill just wait for the tech to come out and check o_O
