I would appreciate any help with this. I really have no idea what is causing this. It doesn't make sense to me that this PC causes this error, but my laptop doesnt. All drivers are updated and all that.

Important things to consider:
-This ONLY happens when watching full screen videos, regardless of the player (youtube, windows media, VLC), and it happens anywhere from 20 seconds - 10 minutes into the video).
-Graphic intensive games do not cause errors, everything looks great no matter how long I play.
-It seems to only happen when watching anime or videos recorded through personal cameras.. it doesn't happen when watching actual movies (unless they are anime).
-This never happens when my laptop is connected to the TV with the same HDMI cord.
-Its not the GPU, my old GPU did this, i RMA'd it, new GPU does it too.
-After this happens, cycling inputs on the TV will revert it back to normal.
-After this happens, changing resolution via NVIDIA control panel will revert it back to normal.
-If i take a screenshot of the screen while the colors are messed up, it looks like a normal screenshot (so the error is clearly with the TV).
TV is a Vizio 42" 1080p 60Hz Class LED (3.2" ultra-slim) HDTV, E420-A0

GPU is EVGA 970

-Old GPU was also a GTX 970 (gigabyte tho)
-Same issue with different HDMI cords
-Same issue with different ports on the TV
-Onboard graphics doesn't cause the issue
-I don't have different OS to try it on (although laptop is win 7 and this PC is 10)
-I don't have a different TV to try it on also
