Can’t remember the name of this old PC RPG Game

I played this 3rd person RPG game in the very early 2000s on the PC, so I assume the game was made anywhere from 1999-2003. I remember the protagonist is a boy who’s wears his blue hair in a ponytail, who initially goes out to search for his dad. I think at some point the focus shifts to rescuing some girl from a mad scientist type villain, who is also the final boss. If my memory serves correct, the overall look of the game is similar to Diablo.

Tidbits I remember:
The first boss is a giant rat you fight in a cellar
There’s also a junkyard scrap robot boss
The game also has many cutscenes
There’s a mini game where you race giant ladybugs
I think the origin of this game is not Japanese, I believe it was German (not 100% on this though)
