Question Can a bad PSU lower a GPU performance?

I own a decent PC but it came with a bad PSU and I noticed the card doesn't work at it's full power, both core and memory clock are fixed at 300 MHz and power consumption also fixed at 30, not sure if it was always like this or because I played with MSI afterburner a bit though I uninstalled it and updated the driver (I update it first), temp gets to 55-60 and fan speed 65% under full load and it's really loud.

Though (and this is another problem with my PC) I tried different monitors and they gave different readings like in gpu-z it shows the 300 MHz but when I move the mouse to the red bar it gives me the numbers I originally put in MSI AB, also Gpu temp is different (while using MSI AB) in game than what it says outside and on other monitors except also GPU-Z when moving the mouse to the red bar it gives me the same temp, and this is all driving me crazy.

System:

Rx 570, i5 4590,8 gb ram and with a bad stock 300 watt PSU that you won't find any info about in the web.
 
Guys Just rechecked my readings by disabling full screen mode, it turns out the readings aren't fixed at those numbers (sorry my bad) core clock is however fixed at 1284, and memory clock at 1750, and power consumption is around 100, and temp gets to 76, with 2350 rpm.

Any idea now what causes the problem and how to fix it? could it be a software problem?

There's no point asking about your various problems until you get the PSU replaced with a good quality unit (500w minimum), since some of those problems could very well be caused by that inadequate PSU.

The point is regardless of the PSU, everything seems to work fine, I do remember last year checking my gpu power on crysis 2 and it was exactly like similar setups like mine, now a while after my brother changed my windows 10, it's not the same as it used to be , that's why I lean to think it's a software problem.

Something I forgot to mention i just noticed some programs like Net Framework, PhysX, Java, open al are missing from my system, could it be the problem?
 
A bad or indequate PSU will always be what it is, regardless of the OS that's installed.
I have no money to afford a new PSU with it's power cable right now, so I have to see if the problem lays somewhere else, as I said the PC was fine last year.

I just came across a known windows 10 update that caused the same problems I have in games, so i'm gonna to check it out
