Can A Fan ever have a bad rpm?

I'm a PC noob...And I've been wondering if a CPU fan can ever have an rpm that is bad for the cooler.I set my computer up so that when the fan is being used 100% the CPU temperature is 60C(Since that is the maximum safe temp).This make the default rpm go up a lot and it is starting to worry me since the rpm is always around 800-900(And keeps my CPU in the lower 40's when playing a game like overwatch on high.Is this bad?Thanks.

If the fan is rated at 2000 RPM, 900 RPM will be fine. Worst case, as stated above, replacement fans are <$20, so not the end of the world if it does go out. Most DC Motors are most effecient at ~40-50 percent load, so not really anything to worry about.
