I was wondering if it's possible to fit a full size graphics card like a Nvidia GeForce GTX 1060 and put it in a Dell Optiplex 9020 MT as long as I put a good PSU inside of it.

Solution
Depends a bit on the motherboard if it is easy to upgrade the power supply. Dell tends towards proprietary ATX power connectors. Usually 8-pin instead of 24-pin, and the 5v and 3.3v are generated on the board. (You plug SATA drives into the motherboard for power on a lot of Dells.) And the power supply mount is usually proprietary as well.

As for cards, as above, mini cards would certainly fit. Though I see little reason some standard 10.5" cards wouldn't also work if you moved the drives. I've certainly used an Optiplex motherboard to host a full length GTX970, but we did swap it into a larger case for a better power supply.

according to the dell website the only gpu's that fit in the stalk case for the pc are mini cards, so if you would like to get a full size gpu you will also need to get a bigger case or "roomier" case the way dell designs there case poor space usage.
