Can a gtx 1060 work in a optiplex 790

Hi I was wondering if a zotac mini gtx 1060 6gb would work on a optiplex 790 motherboard. Space and the power supply is not an issue. I have read that the pcie slot only outputs 35w which is not the standard. So I was wondering if I will run into any problems. I have seen people say it will work but other say the complete opposite. I need a definite answer. It is the minitower version btw.

No, it won't. GTX 1060s [strike]use[/strike] needs 75W from the PCI-e slot if not 6-pin or even 8-pin PCI-e.

But does it show the BIOS on the screen? Doesn't look like it.
