Can a Mobo Affect My Computer Speed?

I'm putting together my first computer build and before I buy everything I want to make sure I'm getting the most out of my system. I have read multiple posts on how a mobo can slow down my processor, and just as many that say it won't affect it.. Can someone clear this up and let me know if this mobo will affect my setups speed?

I'm building this computer solely for audio production, but yes I have an older video card. My number one concern is cpu speed. So i'm happy with the features of that mobo with my budget, I just need to know if it will slow down my processor.
 
Thanks! I have been hearing that a lot, but I am going to take a chance because it fits my budget so perfectly. If I planned on overclocking or running some heat monster video card then things would be different.
