Can A Motherboard Bottleneck CPU Performance , I Don't Mean In Overclocking Or Socket Difference , What I Mean Is That The Performance Of CPU Will Be With 100% Efficiency Or Not

    GA-H87-HD3 With i7-4790

Would The Motherboard Hold The Processor From Reaching Its Maximum Potential ?

A motherboard can absolutely bottleneck a cpu, but it's almost exclusively happens with AMD cpus on cheapo crap motherboards.

Best example would be the FX8350 on any 780 series motherboards and 75% of all the 970 series motherboards.

thx for reply
then it happens most of the time with the amd motherboards and not with the intel ?
& what about the examples i put at the first post , can you tell me if it will bottleneck the processors ?

Because a lot of AMD cpus require a tremendous amount of power to operate which means they put out a lot of heat. The FX cpus in particular. Most of the AM3+ motherboards are not very good and cannot contain the heat.

There would be no issues with the example you gave. I wouldn't use a H61 motherboard though as it's seriously lacking in features and connectivity.
