Can a not-fully powered gpu prevent my system from booting

So I've almost finished building my first pc, bu I ran into some problems.
I discovered my PSU isn't able to handle my other hardware.
My gpu needs an 8-pin aswell as an 6 pin connection, while my PSU only has one 6+2 connector, could only having plugged in one of the two connectors prevent my system from booting?

Also, your motherboard may need a BIOS update to be compatible with the chosen CPU. And you need an earlier CPU (Ryzen 1600 for instance) to do that.

And of course you need a better PSU, with the proper connections.

That's quick, so this is the reason my system won't boot, and have no video output. Because I tried breadboarding, and the usb connectors on the MOBO didn't work with peripherals, but it did charge my phone!
