Question Can a pc turn on display without IGPU or A DEDICATED GRAPHICS CARD?

I have this old pc everything works except when i plug my hdmi cable on the motherboard and gpu it doesnt work. The psu fans start up/the cpu fan starts up. the front panel connectors doenst work properly so i have to use the screwdriver trick. my monitor works properly when i try it out on a different pc.

Server motherboards usually have a basic graphics processor on the motherboard. Older AMD motherboards had a GPU on the motherboard. Current desktop boards require either an iGPU or a PCIe card.
